How to Add Your Favorite Command to the Quick Access Toolbar
Lett me first explain how to pin your favorite command to the Quick Access Toolbar and then I will show you how to place it both aboveand below the Ribbon.
To add a command to the Quick Access Toolbar — such as Conditional Formatting — right-click the command. You’ll see an option to ‘Add to Quick Access Toolbar’, select it, and the command will appear in your Quick Access Toolbar.

After clicking, you’ll see Conditional Formatting on the left side of your Quick Access Toolbar.

To move a command above the Ribbon, click on the button next to it in the Quick Access Toolbar.

By selecting ‘Show Above the Ribbon,’ you can place the command above the main menu.

Now, the Conditional Formatting command is above the Ribbon in the Quick Access Toolbar.
How to Remove a Command from the Quick Access Toolbar?
To remove your favorite command from Quick Access Toolbar you just need simply right-click on your favorite command in the Quick Access Toolbar and you will be able to put it in the original position.
